Every page renders as a small thumbnail the moment you upload the file, using the pdfjs-dist library running entirely in your browser, so you can see exactly what each page looks like and how your rotation choice will affect it before downloading anything. "Rotate all" applies one rotation to every page at once for a document that's uniformly sideways; per-page rotate buttons handle the more common case of just one or two pages needing a fix while the rest stay untouched.

Rotation is applied using the PDF's own page-rotation metadata rather than by re-rendering the page as an image, so — unlike a compress-by-rasterizing approach — text stays fully selectable and searchable afterward, and image quality is completely unaffected.
